The things Fallout 4 fixed it fixed pretty well (like companions, shandification elements, and enemies leveling with you everywhere - they're at least ranges now) and I appreciated what those tried to do but I also think it ended up doubling down on some of Fallout 3's problems with the intro, quests, and the misunderstanding the power of characterization that the SPECIAL system with skills + perks could give a person if your perk tree wasn't filled with 'get better at these 2 purely mechanical elements' stuff. Maybe Fallout 3 probably but by a surprisingly slim margin. I feel like my comments make me say Fallout 3 but there were some pretty big foibles to it that Fallout 4 fixed at the expense of other concepts. Granted it messed with Power armor lore pretty badly. Fallout 4's super mutants are even more ridiculous though but avoided rehashing the Enclave at least. Fallout 3 also has a certain amount of nostalgia pull for me as the first game I played and while I hated the tunnels in it I preferred its ghouls. Fallout 3 has the the SPECIAL system's existence and a similar but far better opening (if a longer one). Hmm.Fallout 4 has the things like sprinting and a grenade button and a slightly more coherent world.
